Poltava, 21 October 2026. DTEK Renewables, the Poltava Regional Military Administration and Poltava State Agrarian University (PSAU) have signed a memorandum of cooperation. The agreement covers two key areas: the development of the DTEK Poltava Wind Farm project and the advancement of education in renewable energy. In particular, the parties plan to establish a solar and wind energy teaching and research laboratory at PSAU’s Faculty of Engineering and Technology.

The memorandum was signed by Vitalii Diakivnych, Head of the Poltava Regional Military Administration; Oleksandr Halych, Rector of PSAU; and Oleksandr Selyshchev, CEO of DTEK Renewables.
“Poltava Region has very little of its own power generation capacity. The war has shown how much this affects the operations of critical businesses, educational and healthcare institutions, and people’s everyday lives. The construction of a wind farm will therefore help our region become more energy independent and generate enough electricity to meet its needs. Involving researchers in this process and training young specialists at PSAU will also create opportunities for the further development of alternative energy sources. We, for our part, are ready to do everything within our power to ensure the project is delivered,” said Vitalii Diakivnych, Head of the Poltava Regional Military Administration.

DTEK Poltava Wind Farm has a planned installed capacity of 650 MW. The wind farm is of strategic importance for Ukraine as a whole, and for Poltava Region in particular. Local professionals will be among those recruited to work at the future facility.
The new laboratory will give PSAU students the opportunity to study solar power generation and energy storage systems, take measurements, and collect and analyse data. In the future, the laboratory is expected to be equipped with additional facilities for studying wind energy.
“Supporting educational initiatives is a priority for us. The future of green energy depends not only on technology, but above all on people who know how to work with it. It is today’s students who will shape Ukraine’s energy future,” said Oleksandr Selyshchev, CEO of DTEK Renewables.
The parties also plan to organise joint educational activities, including practical training for students, guest lectures and seminars led by DTEK Renewables specialists.
“The establishment of a solar and wind energy laboratory will be an important step towards modernising the university’s learning environment. We want our students not only to study modern technologies, but also to gain hands-on experience with them, conduct research and, in the future, implement innovative solutions in the energy and agricultural sectors,” said Oleksandr Halych, Rector of PSAU.
The memorandum also provides for cooperation in fostering dialogue with local communities and implementing environmental and social initiatives.
