On 28 January 2025, DTEK Renewables held online meetings with representatives of the Hlobyno territorial community, where the construction of Ukraine's largest wind farm with a capacity of 650 MW, Poltava WPP, is planned. The meeting was attended by DTEK Renewables Deputy CEO Oleg Solovey, the company's chief ecologist Tetyana Babich, and independent auditors from UTA, who advise DTEK Renewables on conducting Environmental and Social Impact Assessment (ESIA). Representing the Hlobyno community, the meeting was attended by Hlobyn Mayor Stanislav Dzhus and community members. Public hearings on the planned activities of DTEK Poltava WPP LLC were also held with the participation of representatives of the Ministry of Economy, Environment and Agriculture of Ukraine to assess the impact on the environment.

The DTEK Renewables team, together with international auditors UTA, presented the results of a large-scale Environmental and Social Impact Assessment (ESIA). The study was conducted in accordance with the highest international standards and requirements of European legislation, including the Aarhus Convention, which guarantees transparency, openness and public participation.
During the meeting, the purpose of the study, its stages, climate aspects, environmental and social management plan, occupational health and safety issues, and working conditions were presented. Based on the results of the analysis, the auditors noted that DTEK Renewables complies with the highest international and Ukrainian standards, has high standards of environmental management and project management, and can serve as an example in terms of the quality of documentation preparation, project support and interaction with stakeholders.

‘The company has carried out extensive work on the development of the Poltava WPP project, and even the war has not stopped us. The construction of this wind farm is critically important for the left bank of Ukraine and will provide electricity to about 1 million households,’ commented Oleg Solovey, Deputy CEO of DTEK Renewables.

All interested community members were welcome to join the meeting.
Stanislav Dzhus, head of the Hlobyno community, thanked the energy workers for their work in difficult conditions and noted: "This is an extremely important project for our region and for Ukraine as a whole, especially given the destruction of many power generation and distribution facilities. At the same time, it is important that even during the war, you are implementing projects with a clear environmental focus. Thank you for continuing to move towards decentralising generation and strengthening Ukraine's energy security. This is a very important project that will ensure and cover the electricity deficit in our region. We support the implementation of the Poltava WPP project in our community."
Andriy Konechenkov, Chairman of the Board of the Ukrainian Wind Energy Association, also took part in the meeting. Andriy emphasised the importance of implementing the Poltava WPP project and noted that today Ukraine's energy sector needs significant restoration, including through the construction of such powerful wind farms.
During her speech, Tetyana Babich, Environmental Manager at DTEK Renewables, noted: "As part of large-scale research for the Poltava WPP project, biologists conducted annual monitoring of biodiversity. We also modelled the possible noise impact, taking into account background values, and conducted other specialised assessments. The results showed that the technological solutions planned for use in the project are acceptable and safe for the environment."

At the end of the presentation, all participants had the opportunity to ask questions. Residents were interested in issues related to land allocation and the area that the future wind farm would occupy, as well as other conditions for the project's implementation.
Company representatives answered all questions and expressed their support for the community in the event of the Poltava WPP construction project being implemented.
The second online meeting was chaired by representatives of the Ministry of Economy, Environment and Agriculture of Ukraine and was devoted to assessing the environmental impact of the DTEK Poltava WPP project. During the meeting, DTEK Renewables ecologists presented the wind farm project and the results of the Environmental impact assessment (EIA) to the Hlobyno community, followed by public discussions.
The hearings were constructive, with community representatives actively asking questions and expressing their gratitude to the company for developing the project and to all Ukrainian energy companies for their tireless work during the war. The public hearings were deemed to have been successful.
