Renewable energy producers and potential investors have many proposals for improving the regulatory and legislative framework in Ukraine to accelerate the development of renewable energy sources and thus strengthen the country’s energy security.
On 22nd October, Ihor Retivov, Head of Regulatory Affairs at DTEK Renewables, spoke about this at the Energy Day 2024 conference organised by the European Business Association.
“It is very important that the state declares its greenness. We have made commitments to the EU, and we should keep moving towards it. Therefore, I would propose to coordinate all efforts and achievements in the development of distributed, decentralised, green generation,” said Igor Retivov.
He emphasized that the renewable energy sector has many proposals for reforms, and it is important that the state authorities, the Verkhovna Rada Committee on Energy, Housing and Communal Services, the NEURC and the Ministry of Energy hear these proposals and take them into consideration. At the same time, due to the large number of documents adopted, it is sometimes difficult for market participants and potential investors to understand where the Ukrainian energy sector should be heading.
Ihor Retivov also noted the positive impact of the first sales of guarantees of origin in Ukraine, as they could be an effective tool for businesses to confirm their social responsibility. In addition, the industry players may be even more interested in purchasing guarantees of origin after implementing the idea of SE Guaranteed Buyer, which provides for a reduction in the environmental tax base for businesses by the amount of purchased guarantees of origin.
